WEB DESIGN

Web design is generally the features that are incorporated into your web pages that make them consistent as people navigate through your web site.  It's what gives your web site the "look and feel" you want for your business.

Web design is also knowing where to locate certain features like shopping carts, menus, "on-site" search tools, etc. and only placing underlines on links so visitors find what they typically see on other websites.  For example, the shopping cart is generally on the top right of most websites so you wouldn't want to locate it on the bottom left of your website.

WEB DEVELOPMENT

Web development, however, is what happens to your website over time.  It's the process of fine-tuning your website to accomodate changes in trends for the search terms and the keyword phrases people use to search for your business or the pages you add as you expand into new product lines and add services. 

If you're a new business, this will likely happen as you meet with new customers and learn more about your market.  You'll find new opportunities and new markets to exploit and add pages to your website accordingly.

Through certain design techniques, you may want to add new product lines or an entirely different business to your existing website without starting from the ground up or hurting your current page rank in the search results.  With good design techniques, you can target different keywords and search phrases for each new product, service or business you undertake. 

However, if the new business doesn't fit at all with your current brand, logo or image, it may be best to start with a new domain and website.  Ask your web designer which approach is best for your business and find out what they can provide to allow your website's development over time.
